Each section has been updated to include the most recent FCC rulings. The 2004 NFCB Guide to Underwriting was updated and revised by Ginny Z. Berson, NFCB's Vice President and Director of Federation Services. It was reviewed and further revised by John Crigler, partner in the law firm of Garvey Schubert Barer, Washington, D.C.
